SFJ to U.S. Secretary Rubio: Designate India’s R&AW as a Foreign Terrorist Organization (FTO)
Parag Jain Supplied Intelligence to Killers of Shaheed Nijjar and Directed Global Assassination Plots
WASHINGTON, D.C. – The secessionist group Sikhs for Justice (SFJ) has submitted a detailed legal-policy memorandum to U.S. Secretary of State Marco Rubio, demanding the immediate designation of India’s foreign intelligence agency — the Research and Analysis Wing (R&AW) — as a Foreign Terrorist Organization (FTO) under Section 219 of the U.S. Immigration and Nationality Act.
“R&AW is an execution squad acting on Modi’s direct command, not an intelligence agency,”
declared Gurpatwant Singh Pannun, SFJ General Counsel, vowing to
“Kill Indian Agency R&AW headed by Parag Jain.”
“R&AW violated U.S. sovereignty. It must be designated as a Foreign Terrorist Organization.”
The demand is rooted in a documented pattern of transnational terrorism, including assassinations, surveillance, and murder-for-hire operations targeting pro-Khalistan Sikhs in the United States, Canada, United Kingdom, and other countries.
At the core of this global terror web is Parag Jain, the newly appointed Chief of R&AW, who previously led the agency’s assassination desk and served as Director of Intelligence.
As R&AW’s station chief in Ottawa, Canada, Jain was the architect of covert surveillance networks used to track and target Sikh separatists — including Shaheed Hardeep Singh Nijjar, a Canadian citizen gunned down in 2023.
“Parag Jain is the one who loaded the guns of shooters with intelligence to assassinate Shaheed Nijjar,”
said Pannun — who himself was targeted for assassination on U.S. soil in a plot led by R&AW.
According to Pannun, Jain coordinated intelligence gathering used in the 2023 murder-for-hire plot — uncovered by the FBI and DEA — in which R&AW operative Vikash Yadav attempted to contract a hitman to kill him. Jain personally attended planning meetings and oversaw the operation. Yadav is now wanted by the FBI.
SFJ announced that the next phase of the Khalistan Referendum — a global campaign for Punjab’s independence — will take place on August 17 in Washington, D.C., in direct defiance of Indian state repression.
“We are ready to die for Khalistan,” Pannun stated.

The SFJ memorandum presents a catalog of evidence — including U.S. intelligence assessments, criminal indictments, and international court findings — documenting R&AW’s transformation into a state-run terrorist apparatus under the Modi regime.
